His Imperial Majesty Alexander IV, Emperor of the Romans and of All Rus', Victor of Moscovites, Pius Felix, Defender of the Faith, Turtle and Elephants, may the Almighty God bless his reign, passed an Edict appointing the Consuls for the Gregorian year of 2021 and adopts two new titles.

The Edict establishes the need for the appointment of new Consuls for the year 2021 (7529-7530 AM) according to the calendar of the Heretics.  As First Consul the Empress Mariia Georgia Fillia Augusta was appointed, as Second Consul Ducissa Helena Alexandra Filia Kirsanova was appointed, serving her second consecutive term as Consul.

Pavlovian Consuls (officially: Consul of Rome) serve as the Co-Heads of Government of the Empire taking their influence from the Consuls of Republican and Imperial Rome. The Pavlovian Consuls - while not as influential as in Republic Rome - have more authority than the "Byzantine" Consuls would have had.

Finally, the Edict provides for the adoption of the titles of King of Syria and Lord of Asia Minor noting for the reason of claiming those titles the "[...] descent from the Seleucid and Argead dynasties". While claiming those titles, the Edict provides for no actual claims of sovereignty to be made over the lands mentioned in the titles. The titles of Pharaoh of Egypt and King of Persia, of Jonathan I of Austenasia - a cousin of Alexander IV - have also been explicitly recognized in the same edict.
