His Imperial Majesty Alexander IV, Autocrat of Romans and of All Rus', Victor of Moscovites, Pius Felix, Defender of the Faith, Turtle and Elephants, may the Almighty God bless his reign, passed an Edict regulating the Church, according to the name of the Edict "Imperial and synodal Edict for the removal of the ecclesiastical status of the See of Konstantinopolis — New Rome, and the bestowal of her status to the See of Aleksandropolis — New Rome." the Status of Konstantinopolis is moved to Aleksandropolis — New Rome.

The Edict first establishes that the See of Konstantinopolis disestablished and that her See is translated to the See of Aleksandropolis — New Rome. Continuing with noting that the See of Rome is still in indefinite Sede Vacante due to her err in theological teachings placing her Bishop in a position of a replacement of Christ Our God, the Bishop of the See of Aleksandropolis — New Rome takes precedence as first Primus inter pares of Our One, Holy, Apostolic and Catholic Orthodox Church.

Futhermore it provides that since Metropolitan Cyril (VII) abdicated his Episcopal throne he is to live as a Hermit in the Kyiv Perchersk lavra until his dead and recognising the wishes of the Holy Synod Kristiian Karolovych Nevtonenko is appointed as the new Primate of the Aleksandropolitan See, taking the name Cyril (VIII). Cyril (VIII) receiving the Sees of Aleksandropolis and New Rome and the title of Ecumenical Primus inter Pares.

The Edict lastly establishes and Archbishopric of Brienia to be founded and asks His All-Holiness Metropolitan Cyril (VIII) to appoint to her throne an Archbishop.
